No agreement with Frontiers in Germany   As Bernhard Mittermaier, head of the central library of the Forschungszentrum Jülich, announced yesterday, there will be no agreement with Frontiers in Germany. The negotiations between the Forschungszentrum Jülich and the Open Access Publisher Frontiers on a nationwide framework contract did not succeed.

At the beginning of June, Clarivate Analytics, vendor of the Impact database Web of Science, among others, informed about the launch of the Publisher Analytics Report. The press release mentions the following features prominently: “The ready-to-use reports provide a snapshot of journals’ performance and inform competitor analysis. They will help publishers to easily plan robust, evidence-based strategies, based on the publisher-independent”.

According to a press release by Springer Nature there is a new contract of the group with Joint Information Systems Committee (JISC).  The deal is based on the principle of  “read and publish” and shall fulfill the requirements of Plan S. As noted by Springer Nature the “agreement limits the costs of publishing all UK articles open access (OA) while maintaining access to all of Springer’s subscription articles.

While Finland entered into a nationwide consortium with the publishing house Elsevier, the neighbouring country Sweden did not take this step. After twenty years of business relationships with Elsevier, the Bibsam Consortium decided not to renew the agreement with the scientific publisher.  Bibsam wants to support the Swedish government’s requirement to publish all scientific output of the country in Open Access by 2026 – without embargoes.

In June 2014 I analysed the data of the Directory of Open Access Journals (DOAJ) to find out to what extent Open Access Journals in Sociology (as listed by the DOAJ) charge their authors with publication fees (or article processing charges APCs). A CSV-file offered for download by the DOAJ did not contain any information on APCs, in fact the whole APC-column was empty, so I gathered the information manually from the DOAJ’s search interface.

The Norwegian consortium for higher education and research and the publishing house Elsevier agreed two days ago to a national license. This provides Norwegian researchers not only access to articles published in Elsevier’s journals (including the society journals as The Lancet or CELL Press) but also the opportunity to publish their results Open Access. Seven universities and 39 research institutions will benefit from the two-year agreement.

A few hours ago, Elsevier issued a press release on the agreement with the Finnish consortium FinElib that put an end to the #nodealnoreview boycott. While in Germany the boycott of the publisher Elsevier which was initiated by the DEAL project continues, an agreement was reached in Finland between Elsevier and the FinElib consortium, but the details are still unclear. Yesterday Elsevier announced the launch of Chemistry Research Network, ChemRN. After the launch of BioRN ChemRN is another spin-off of SSRN, the Social Science Research Network, acquired by Elsevier in 2016.  ChemRN will host not only Research Paper Series but also subscription journals.

Today Elsevier published its vision of Open Access, written by Gemma Hersh, and suggests a route that is neither green nor gold, but a mixture of it, one could say blue Open Access: Articles published by European institutions should be available Gold Open Access within Europe and – if deposited on a repository – Green Open Access outside of Europe.

In September, a journalistic article on Diamond Open Access (by Wolfgang
Benedikt Schmal and myself) and a preprint on Transformative Open Access
Agreements (by Laura Rothfritz, Wolfgang Benedikt Schmal, and myself)
were published.

### On Diamond Open Access & Transformative Agreements {#on-diamond-open-access-transformative-agreements .wp-block-heading}

In 2023, 56% of research articles were published as Open Access, with
42% in Gold Open Access (OA) journals and 14% in hybrid journals,
marking a significant rise since 2018. Despite this growth, many
advocates of OA are pushing for Diamond Open Access, where publications
are free for both authors and readers. Why do they think a turn to
Diamond OA is so important? For which problem should Diamond OA be the
solution?

On the one hand, critics argue that Gold OA has created barriers for
poorer researchers and eroded editorial standards. On the other hand,
transformative agreements have not reduced the power of commercial
publishers -- this is also the main result of our paper on
Transformative OA Agreements (TAs).

TAs between academic publishers and research institutions are
widespread, with the ESAC Initiative documenting over 1,000 contracts in
its database. By web-scraping this data, we utilised the ESAC data and
conducted an in-depth analysis using both qualitative and quantitative
methods. Our findings suggest that research institutions are effectively
"trapped" in these agreements. Rather than facilitating a transition to
full Open Access, the current system keeps academia in a hybrid model,
which strengthens the market power of traditional publishers, reduces
competition, and increases costs for libraries and universities.

But can Diamond OA really overcome these weaknesses of Gold OA and
TAs/hybrid OA and provide both comprehensive and inclusive Open Access
that is attractive to researchers? Benedikt Schmal and I are not so
euphoric in this regard and ask whether Diamond OA faces challenges that
have been insufficiently discussed so far, such as misconceptions about
its costs and sustainability.

#### No agreement with Frontiers in Germany {#no-agreement-with-frontiers-in-germany .wp-block-heading}

As Bernhard Mittermaier, head of the central library of the
Forschungszentrum Jülich, announced yesterday, there will be no
agreement with Frontiers in Germany. The negotiations between the
Forschungszentrum Jülich and the Open Access Publisher
[Frontiers](https://www.frontiersin.org/){.rank-math-link
target="_blank" aria-label="Frontiers (opens in a new tab)"
rel="noreferrer noopener"} on a nationwide framework contract did not
succeed.

In his
[message](https://lists.fu-berlin.de/pipermail/ipoa-forum/2020-December/msg00004.html){.rank-math-link

rel="noreferrer noopener"} (in German language, translated for this
posting) he states: The "publishing house Frontiers Media SA and the
Central Library of Forschungszentrum Jülich (...) have been negotiating
a Germany-wide consortium for Frontiers' journals since autumn 2018. In
February 2020, a Memorandum of Understanding (MoU) was signed, which
contained the status of the negotiations, the points still outstanding,
and a timetable for concluding a contract. Potential participating
institutions were asked for feedback on the MoU by the end of June 2020.
The feedback focused on the criticism of the abolition of an APC cap,
which is currently in place in many cases. Frontiers, however, was not
willing to continue such a cap. (...) 
In view of these developments, Frontiers and Forschungszentrum Jülich
have worked together on a new model for financing open access
publications at Frontiers. Unfortunately, no final agreement could be
reached on this, so it was jointly decided to terminate the
negotiations."

#### The criticism {#the-criticism .wp-block-heading}

The criticism on the planned agreement with the Open Access Publisher
Frontiers in Germany stemmed from the fact that many German universities
and universities of applied sciences have set up Open Access funds
funded by the German Research Foundation (Deutsche
Forschungsgemeinschaft DFG) in its program [Open Access
Publizieren](https://www.dfg.de/foerderung/programme/infrastruktur/lis/lis_foerderangebote/open_access/){.rank-math-link
aria-label="Open Access Publizieren (opens in a new tab)"
rel="noreferrer noopener" target="_blank"}, which reimburse APCs in Gold
Open Access Journals up to a maximum of €2000 gross. Many libraries
regard this limit as a suitable means of not overburdening their Open
Access budget and see it as an opportunity to slow down the price

In February this year Frontiers [outlined the key points of the aimed
for

rel="noreferrer noopener" target="_blank"} as follows: "Specifically,
the two parties have agreed:

- Researchers from participating institutions will be able to publish in
 any of Frontiers' open access journals (currently 79), which includes
 more than 662 academic disciplines.
- The publication costs (Article Processing Charges, or APCs) of
 eligible articles from those researchers will be covered by the
 respective central libraries or departments of participating
 institutions.
- Articles will be published under an open license (CC-BY) allowing
 authors and their institutions the right to retain copyright.
- German institutions will benefit from Frontiers' institutional
 collaboration programme which provides dedicated workflows, support
 and transparent reporting on an institutional as well as national
 level.
- The Helmholtz Centres will be the first participating institutions
 under the Framework and will commit to fund the publication costs,
 estimated to be a total of US\$ 2 Million, for their scientists over
 the next three years.
- As part of the pilot, a new payment mechanism will be tested with the
 Helmholtz Centres. It aims to simplify budget planning and
 administrative costs for libraries. Additionally, a transitional
 solution is to be found for German institutions that depend on DFG
 funding and are current member of Frontiers' institutional membership
 programme.
- All participating institutions will benefit from a national discount."

#### Open Access transformation is facing the price question {#open-access-transformation-is-facing-the-price-question .wp-block-heading}

In view of the cost discussion surrounding the [German DEAL
contracts](https://scidecode.com/2020/08/19/open-access-transformation-in-switzerland-germany/){.rank-math-link
aria-label=" German DEAL contracts (opens in a new tab)"
rel="noreferrer noopener" target="_blank"} and the fact that there will
be no agreement with Frontiers in Germany, the planned Open Access
transformation is facing the price question at the end of 2020. The DEAL
project at least, which was launched with the aim of buying the
publishing portfolios of Elsevier, Springer Nature, and Wiley free for
Open Access and thereby saving costs, removed the statement on cost
savings from its website: "Durch die Effekte eines Konsortialvertrages
auf Bundesebene sollen die einzelnen Einrichtungen finanziell entlastet
und der Zugang zu wissenschaftlicher Literatur für die Wissenschaft auf
breiter und nachhaltiger Ebene verbessert werden." Or in English
language: "The effects of a consortium agreement at the federal level
should relieve the individual institutions financially and improve
access to scientific literature for science on a broad and sustainable
level." This passage was still on the [DEAL website in
